The Saturn one runs in hi-res, with higher quality textures, has all of the ground visible instead of just the immediate vicinity, the polygons have minimal to no polygon jitter, and the explosions are 3d fireballs instead of 1 large sprite.

The PSX one has... coloured shading and more detailed shadows. That's it.

Saturn one is so much better that they used it as the basis when porting the game to Xbox in DOA Ultimate. PSX version was quietly forgotten.

Radiant Silvergun and Sonic R have predominantly 3d graphics.

Princess Crown and Nanatsu Shima no Monogatari have pretty sprite animation but NOTHING ELSE. They have static, single layer backgrounds.

The shading fucks up all the colours on them, they look all smudged. You can't even tell if Kasumi is wearing any tights or if she's just naked, because the colours blend together too much. Saturn version just looks much sharper.

Ironically it also has 3d explosions, unlike the PSX version that uses a single sprite. Maybe if they used the 3d explosion, they would've had enough VRAM to make the textures look less like a N64 game.

No, the only thing it tells you is that the company did not see it profitable to bring it over. Usually due to the fact that it would not sell in big enough numbers to recuperate the cost of localization and logistics; which can be due to
- localization having a high cost due to the game being too complex (like a RPG)
- localization having a high cost due to source code being lost and translation needs reverse engineering (Magic Knight Rayearth took 2 years to bring over because of that)
- not enough potential buyers due to poor console sales
- not enough potential buyers because the game style is not popular in this area

For example, on the Saturn you have less than 1/10th of the market in America, so why the fuck should they bring over anything but the most popular titles that have the potential to sell the most. Or, for the N64, they can't bring shit over because carts cost too much, and they can't afford the risk. Or they can't bring over Idolmaster because puritan americans would think that it is pedophilia simulator.
