yup it's clearly made by the same people who made the GG Shinobi games. Design elements, sound effects etc are all very similar. They even give special thanks to specific people behind Batman Returns like LLG & Asohy at the end of GG Shinobi and Batman Returns gives special thanks to Yuzo Koshiro who did music in GG Shinobi. It's a Shinobi game with Batman.
