It theoretically referred to elite business owners who were making their nations weak and effete by selling out national interests for personal profit, but it practice it was mostly a bussword for Hitler and Mussolini to target any business owners who refused to align themselves with their politics as well as the older wealthy politicians of the Weimar Republic.

France and Great Britain were often attacked as Bourgeois nations that exploited proletariat nations like Germany and Italy for their own benefit in propaganda. By calling to kill the Franch bourgeoisie, he is essentially telling his soldiers to avenge themselves against a France that has exploited them.

It's a fairly direct translation of what he says in the original Japanese version of the game, where "Bourgeoisie" is actually written out in katakana, as opposed to using the kanji term that was initially used in translated Marxist works in Japanese.
