The fact that Kane from the Brotherhood of Nod is inside the Soviet headquarters in Command and Conquer Red Alert and kills Joseph Stalin at the end of the video game is a reference to events that actually happened in the real life USSR during the cold war (Lazar Kaganovich killing Stalin) that are described inside the book "Under the Sign of the Scorpion". Seriously, if you read this book it explains why the Soviet Union in the cold war often used a Scorpion symbol similar to that of the Brotherhood of Nod for their Spetsnaz units and for certain other elite units (like in the pic in my post):

I know Ukraine is an independent country and not "Russia" but Ukraine used to be part of the USSR and was part of the "Russian Empire" some time before 1917. I think that is what he was trying to say. Norilsk is certainly visually impressive, but it's not the most fair comparison because it's the largest city in the world built on permafrost. You can't exactly compare it with it's counterpart in Canada, because the Canadian version would have like an airstrip and an igloo. The commie block city plan is designed to be surrounded by greenery, but since Norilsk gets like one month of that a year most of the time it's pretty bleak.
