Since the PS4 Pro uses a new algorithm that upscales 2k~ish images to 4K nearly perfectly, do you think the same algorithm can be used to upscale retro games to high definition, or at least 480p?

Nope, that only works on 3D games when a texture cannot be shown in its entirety. If a cube with a 4000x4000 texture is on a 1980x screen, you're not going to see all 4000x4000 pixels.

I was wondering if an (UHD?) OLED TV could be used to emulate CRT hardware by having the pixels only display in either R, G or B in rows like in a CRT and having the remaining pixels stay black. With the fast response times it might not look too bad. Any technical anon that can shed some light on this?

Cracking the internal rendering resolution through emulation looks pretty good on n64 games but why not since pretty much every n64 game requires specific tweaking anyway. PGXP has recently made huge strides in perspective correction on PS1 emulation that allows cracked up rendering without looking awful.

On 2D games, upscaling doesn't really do anything since the graphics were drawn pixel by pixel. Even games that scale sprites look weird when the scaled sprites are rendered at their true resolution but the low res background are just upscaled

Then you get to the neighborhood of filters which are hotly contested here on /vr/ and ultimately come down to subjective personal taste. Personally I like using real high quality sd crts even when emulating or using very small screens for portability but other people honestly and truly love smoothing filters. Yet another interesting approach is filters like crt_geom that try to use very high display and rendering resolutions to replicate the look of crts for 2D games. That's a battle that can rage forever when it comes to the "right" approach to "upgrading" 2D games' graphics.

tl;dr though, many emulators can and do upscale retro consoles 3D graphics
