It i definitely a balancing act. On the one hand, if you make a board too narrow in scope, you will have so few posters that nearly no discussion occurs or have mostly relevant topics get purged because they might stray a little too far from the board's intention. On the other hand, a broadening scope that drifts too far from the original intent can bring in too many people, make the board lose focus, and generally reduce the quality of posts due to becoming more focused on inclusion (of both posters and topics) instead of making new members learn the ropes and focus their discussion to what the board allows rather than what they personally want out of the board. All that said, I generally go for the belief tht if a community doesn't talk about what you want to talk about, find another community - it isn't like the internet is devoid of places where you can talk about post-2000 games. As it stands, /vr's rules are /vr's rules.

The rest of 6th gen should be allowed. We're at a point where /v/ is too young to have experienced most of 6th gen. Also, OG Xbox is pretty much Dreamcast 2 with all the Sega exclusives it got. 2004 (sans the DS) is a good cutoff point.
