Not every retro game looks good just because it's retro.

The Harry Potter games are the perfect example of what happens when you try to push a console past it's limits. The graphics engine is complex, the graphics have quality textures and models with many polys, and the game manages to pull some pretty visuals, but almost everything looks wrong and too warped, and the game would look way better with simpler models and a more stylized art, like that Dr Slump game or Megaman Legends. Yes, even on a CRT.
The graphics are too detailed for its own good.

Probably because it's easier to convince people to buy multiple copies. I had the pc, playstation, and game boy color version of the first game. Pc was best. It was also my first PC game besides a bootleg copy of Wolfenstein 3D the guy who built the computer gave me. I was like 9 and he said, "you're gonna love this shit, play it when your mom's asleep."

If the UVs and texture work was better, there wouldn't be as much stretching and seams. The artifacts, like in >>3430854, remind me of what happens when a model's run through a polygon reduction tool. Maybe that could be it, who knows.

Though the texture warping is awful, which actually could be because the PS1 was pushed too far. Polygons that, in most PS1 games, are spent minimizing the warping was spent on additional details.
