Fuck man, I'm trying to remember this one arcade(Dreamcast?) game. You can as one of the three police characters, two are men and one is a woman, you start off on a roof of this building and you work your way down killing numerous types of criminals who also employ attack hounds and such. Later levels include crazier enemies like these jetpack ass holes. You have to enter certain red doors that help refill your munitions. Enemies also spawn quite sporadically by coming out of doors.

Fire also plays a big part into it. You get some firebombs in which the AI wasn't programmed to ignore the open flame, so they willingly ignite themselves. Sprites were rendered very nicely. Someone here should have a good idea of what I'm talking about, especially because the name was kind of flashy, and it also had a sequel. Might have been made by TAITO but I'm not 100% sure on that

Admittedly, I thought the excitement of the game was just moderate. But the mechanic of leaning up against a wall to dodge shots was really cool.
