I think Germany's reasons had to do with not wanting to repeat the Holocaust, but I'm not sure. They were really sensitive about that subject for a while.

That was only in the version included in one of the Konami GB Collection multicarts, which had a GBC-enhanced version of Probotector among other old Konami games. The original stand-alone releases of Probotector and Probotector 2 on GB still had the robots.
