An eraser or a small amount of rubbing alcohol on the contacts should do the trick in most cases. Even the dirtiest carts are savable. Garfield is a surprisingly decent game.

An emery board with fine grit is a last resort if there's stubborn dirt, as long as you're gentle enough to not rough up the contacts themselves.

Most of the time, it doesn't. The q-tip with rubbing alcohol method should do the job for 99.9% of carts you have. For that 0.1%, there's the emery board. Don't apply pressure, just run it back and forth.
