It's not the best, but it's a good choice for many people.

PROS:
-Extremely cheap and readily available. If you want a cheap smartphone that's good for emulation you need to go to Ebay or something, while you can just buy a PSP at a second-hand store (or you may have one lying around). It's probably the only $20-30 emulation device that's so easy to find.
-Can do most retro consoles very well. NES, SNES, GB/GBC/GBA, Sega MS, Megadrive, TG16,...
-Homebrew is easy to run and emulators are easy to use.
It's probably the least-effort emulation device. Android emulators have ads or require you to put in more effort to jailbreak your phone.
-Can run PSX flawlessly, and PSP. A lot of phones are not powerful enough for the latter, and although PSP is not a retro console it has a shitton of great PS1 and PS2 ports.
-Physical controls. Only a small advantage as many Android devices have physical controls as well.

CONS:
-Can't do N64, Dreamcast or Saturn emulation.
-Not multi-purpose like a phone would be.
-No touch screen, so retro PC games that require the mouse are more difficult.
-SNES emulation is far from perfect, but good enough for most games.

So, there you go. Don't care about 3D games aside from PS1? Don't want to put in too much effort or spend too much money? Get a PSP. Do you have 100-200 bucks to burn on a more powerful emulation device? Get an Android device with a gamepad.

I have a few things to add.

1) Yes, the PSP is a great device, if you're looking to spend $50-100 on something portable. There's really nothing better in that price range.

2) Strongly consider the PSP Go. It may not have a UMD drive, but those were worthless for anything other than surprise shuriken attacks anyway. It may not be permanently CFW-able, but that's partially irrelevant because you can sign your own executables for PSP nowadays. Plus, you can re-run the CFW installer whenever you want from the device itself, and you only have to redo it when you power the device off and back on (sleep mode DOES NOT COUNT). Seriously, literally every shortcoming of the Go relative to the other models was alleviated by CFW and self-signed executables.

3) If you have a bit more money, keep an eye out for the Shield Portable. It's slightly too chunky to be pocket-sized (unless you're wearing cargo pants), but it's really easy to stow in anything else. It's pretty much the penultimate Android-based gaming device, build quality and all. You'll almost definitely be happier with it than those shitty JXDs.

4) I know this goes against some of you guys' core beliefs, but if you do elect to do your emulation on an Android-based device, consider paying for emulators, particularly Broglia's .emu series of apps. They run really well, get regular patches/updates, and even offer support for Android TV (i.e. Nexus Player), if you're into that too.

Android true believer here, but I did a little playing around on some real GBCs recently and it made me a little envious of you guys that have the Dingoos and shit like that with those low native resolution screens so I've been shopping around for quite some time to get a deal on a 640x480 4:3 Android. Just picked up this Motorola Flipout for under $10 and got CM7 onto it. It really does give games a pleasant organic texture.

I have trouble getting ppsspp run like the original hardware.
I tried everything, the dithering looks like on the right side though. But the original PSP dithers like on the left.

My bae. Emulation on the 3DS is getting very good. Everything I have thrown at it has worked great. Updated daily too.

Used a PSP previously and it was fantastic. Jut prefer the way the games look on the 3DS.
