Literally so many copies of the game were returned that they had to bury them in a landfill. Players hated it, critics hated it, and people continue to hate it even now. By what metric is it not horrible? It may be over-quoted as the worst game of all time, it's true - it's probably not as flawed as, say, Big Rigs. They did this a lot, their best selling game ever was a port of Pac-Man, it was a crude, but ultimately adequate port of the arcade hit.

They made 12 000 000 cartridges
They sold maybe 3 000 000 (someone correct me if I'm wrong) cartridges, many which would be returned.

The license for E.T was also very expensive. The game itself was rushed out in 5 weeks in time for christmas.

The crash hit them hard, they were sitting on huge inventories which nobody would buy, and which was costing them money to store.

It wasn't JUST E.T, there were 2600 systems, home computers, peripherals, and games of all kinds, good games and bad games.
You were just as likely to find Pac-Man, Space Invaders or Yar's Revenge as you were to find E.T
They dumped all kinds of inventory because they had to. After kids began scavenging the fill they eventually decided to pour in concrete to make sure nobody would dig there.

That was Steven Spielbergs idea, because he liked Pac-Man.
He had asked for Howard Scott Warsaw in particular, and he was expecting him to come in with some typical arcade fare.

HSW had a bigger, more ambitious idea though, which prompted Spielberg to ask after the presentation "Couldn't we just make it like Pac-Man?"

I'd say that the game having been made by HSW on his own, in a mere five weeks, is the key factor to why it became the mess it did.
He saw it as a challenge, bur he didn't make that challenge.
