Not valuable and the outer box is a little beat up, but rare. To my knowledge it's the only legit ESRB AO rated game ever sold in stores, and only because of the hot coffee mod. I originally thought that stores just threw out their stock or continued to sell them as-is not caring about the rating, but it turns out some retailers got AO stickers, placed them over the M rating, and continued selling them.

It also happens to be my favorite GTA game, and by extension one of my favorite games of all time. The disc is packaged in this really sweet hardcover manual made out to look like a tourist guidebook to San Andreas.

In the case of our board, it means someone who buys rare/popular/expensive games with the sole intention of hoping that they will further increase in value so that he can sell them for a profit in the future. I'd imagine there is also a hint of the belief that some or many of these types aren't particularly educated in the videogame market and speculate only on the most obvious, in-your-face types of popular or expensive games with the hope of them continuing on an already established upward trend in pricing (despite some of them already being expensive) rather than on stuff that is truly rare and truly has the room to gain new attention in the future.

I don't really see a reason why that person would be assumed to be a speculator, however.

I play my MVS games with a 1-slot. MVS games don't have the polished look of AES carts of course, but as far as I know they are generally cheaper.

You might consider using a Universe Bios if you get the cab instead of using whatever bios it comes with. I guess it isn't as authentic, but it allows you to change region, enable cheats, and switch to the home version of games if you desire.

It comes with my top 4 games, Metal Slug X (although I'd prefer the original), Puzzle Bobble, Sengoku 3, and Strikers 1945 Plus.

Then it comes with like 7 other games of varying interest to me, mostly fighters and I'm not huge on those.
