Basically, Vargas isn't a fully scripted boss in that he has 11,600 HP and is killed instantly by Pummel. If you grind (or cheat) your levels high enough you can kill him even before Sabin jumps in if you wanted to. But as I said the first time around, this is only technically a way to beat Vargas, in practice it's obviously way more practical to just smack him with Pummel and be done with it.
