So, after a few weeks of playing Resies 2 & 3, back to back, I came to the conclusion I've already known:
Resident Evil 2 is better.
Better story,NPC encounters, better bosses, better weapons, better music.
RE3 has better controls but Nemesis is tedious and maybe too often encountered.
Have I forgotten anything?

I like RE3's "randomization" and the flexibility between weapon choices. It gave the game more replayability than 2 IMO. Sure RE2 has more iconic weapons but I feel the gun powder combos and the optional weapons you get from nemesis make for interesting playthroughs as well.

Nope. You're right. RE3 feels like an uninspired sequel.

1 had Shinji Ikami
2 had Kamiya
3 has Kazuhiro Aoyama

It's not a shock that 3 is lacking. The team is just not as good as the team for 1 and 2. It feels less inspired. It's also a lot dumber and hard to take seriously. It tries to raise the stakes by adding more action, but it's really hard to take seriously. Less is usually more.

I have played RE1, 2 and 3 at least a hundred times each (no exaggeration).

While RE3 may seem weak at first, due to how it looks so similar to RE2 at first (there is no huge graphical step forward, unlike with 2 to 1), when you know each game by heart you realize RE3 shines for its sheer fun factor and its MASSIVE replay value. The non linearility, the semi-random factors, the possibilities in terms of weapons and ammo, all this makes of it an ever-going exctiment for each playthrough, no matter how many times you play it, which isn't the case with any other RE.
Also the skill ceiling is much, MUCH, higher in RE3. It's easy to pick up but hard to master, notably due to the fantastic dodge system.

Finally I'd like to add that RE3 is by no way shorter than RE2. The difference is that RE2 takes its audiance for idiots, RE2 thinks the players won't realize they've been fooled into playing the same thing 4 times to pretend the game is longer than it really is.

With a given same length of "real" unique content in a game (what I mean by that is, if you take out all the things you do several times in RE2; and if in RE3 you add all the different possibilities, you pretty much end up with the same amount of real unique content), I'd rather have one scenario, with different paths and different ways to go at it, than have 4 stiff scenarios which all are 90% the same.

2.jump down the hole in garage or climb out
3. jump out of the train or not
4. push nemesis off the bridge or jump

There's other stuff you'll see depending on where you go first like that merc in train fighting off zombies, some other enemy placements, Mikhail killing that guy and Barry Burton ending.

But all of that isn't enough to make it on pair with RE2, IMHO. Just for me, that's just my opinion ok?

Also, I'd like to mention that original costumes are better in RE2 and speaking of extra ones:
Jill's STARS costume was neat, other's not so, but Claire's western uniform + Peacemaker is definitely better. Leon's letter jacked is ok-ish, the other extra costume is lame.

True believers, I highly recommend playing the Dreamcast version. Costume Select is unlocked from the start, the VMU displays your health, and the game runs almost PC smooth.

-RE2 end animation is better than RE3 end animation
-RE2 music is better (dat library track, dat ending rock music)
-Mr. X in RE2 appears at much better intervals than Nemesis; RE3 burdens you with Nemesis
-RE2 has better enemies and bosses
-RE2 has more puzzles
-writing/dialogues in RE2 can be really camp/bad at times, granted, but there's much more dialogue in RE2 than in 3
-RE2 has much more NPCs and those are solidly fleshed out
-RE2 has more weapons, although Spark gun is shit
-RE2 has weapon upgrades although shotgun and magnum parts come too late in the game
-RE3 is harder and has better controls

So, FOR ME, those are the reasons why RE2 is better than RE3

Seconding this. The DC versions of RE2 and 3 are the best you can get on a console. They're even VGA compatible unlike the Dreamcast port of Dino Crisis for some reason.

I don't know, but there's a continuity between RE 1/2/3, with small stuff like the Ada password in RE1 and then Ada Wong in RE2, it made me feel like there was a planning of some sort
