That one in particular looks bad in that screenshot. But I've seen cases where it looks bad in a screenshot, but good at full size in motion.

I generally think filters that try to emulate how it would look on a TV are fine. I use them.

The bad filters are the ones that try to make things more "high quality" by trying to smooth things out. That's awful.

But the true evil, and I think all of /vr/ would agree, is people who don't use the proper aspect ratio. People who stretch 4:3 to 16:9. Disgusting.

The only filter I like using is Blargg's RGB for SNES9X. The scanlines are faint, and it displays the game in 4:3 instead of 8:7 without any pixel weirdness.

Granted, not every SNES game was designed with 4:3 in mind, though a lot of them are.

To a degree, yes. Filters, when used appropriately, add to the experience. Scanlines and NTSC filters give the game a more authentic feel, but overblown CRT effects such as tube distortion make things worse. Widescreen stretching and smoothing filters can make things work better on modern flatscreens, but overly-heavy filters can things to look muddy or splotchy and widescreen stretching can take awhile for some to get used to.
