I was thinking of a possible explanation, which is tantamount to finding the meaning of life in the universe.

It's so random because maybe the guy in charge saw how in Japan they go for artsy stuff like Perfect Dark and sometimes flat-out weird covers that bear little to no relevance to the actual game, like Curse.

Final Fantasy II invented leveling up abilities by using them before games like Elder Scrolls ever came along. I love Final Fantasy II, it's one of my favorites in the series. That's because those versions are exclusive to Japan, where they're well aware Snatcher is a 1988 game. Much like how in Metal Gear Solid, we're well aware that the game came out worldwide in 1998 and took place in 2005, the at-the-time slight future, and there'd be no point to change the date for a re-release of that. If Snatcher were ever re-released in English and retranslated, it would probably keep the 1991 and 2042 date. And hopefully keep Randam's name, because Random just sounds dumb and there's absolutely no reason for it.

The reissues of Metal Gear 1 and 2 (especially 2) keeps a lot of the dated backstory from the MSX2 versions, despite all the name changes they made. Google images doesn't even seem to cover segaretro and they got high quality scans of almost all SEGA games, now imagine if it's some obscure Japanese collector website, Google is never venturing there.
