If the writing on the back sticker is in moonrunes its not pal. PAL carts also say PAL VERSION on them.

I don't think those are exclusively PAL contacts, they seem to be for the games with enhancement chips. I just checked my copies of Star Fox and SMRPG and they both have them as well. Both are NTSC.

clean the contacts really well if you need. Sometimes it takes some jiggling around to get them working too.You have to find the right spot cause they don't sit in there perfectly. I had to clean street fighter zero 2 hardcore before it would work, when i first got it it wouldn't boot either.

oh also make sure you cut off enough of the tabs that the game can actually get pushed in all the way too. They have to go in all the way just like your NTSC games which you won't have any problems with now because those 2 tabs were useless anyway.

I have not tried yoshis island specifically so I can't help you with that sorry. You really should get one of them screwdrivers to open those games, they are like 2 bucks on ebay makes cleaning games much better and easier. Your SNES may need a cleaning on the inside too. I can tell you how to clean that out if you're not sure.

Well, I also have Jap DKC3, which was released later than Yoshi's Island, and it works, so maybe Yoshi's Island is retarded or something. All of my other SNES games work fine, so an internal cleaning of the system isn't necessary.

Sounds to me like a faulty cartridge, yes you should clean it more and on a related note, HOW exactly did you cleaned it up?
If you used water you could have possibly fucked up the cart, if you used rubbing alcohol and you plugged it right after cleaning it then you could also fucked it up so in resume just clean your shit OP and be patient... fucking PAL contacts, nigs i'm gonna FRAME this fucking thread not even /b/ gets this low.

A white pencil eraser works pretty well on contacts too.

Keep cleaning it. Cartridges rarely go bad.
