In my headcanon (no pun intended), Napalm Man was created as a weapons disposal robot for post-war Vietnam, to help disarm minefields and clean up chemical weapons. That makes his existence all the more tragic, since he's being used for the opposite of his intended purpose.

That's pretty much true. His Mega Man and Bass bio describes him as as a "weapons otaku". And his goal if he wins the grand prize in Battle and Chase is to build a weapon museum.

In his ending, he does, but blows it up in anger when a visitor calls it boring.
