The higher standards exist because of Japan's much bigger second-hand market. Renting games has been illegal as early as the Famicom era, so instead a large percentage of players sold their games/systems/accessories after playing them, or at the end of a console generation. Obviously, if it's in better condition or complete they would get more money for it, which is why it's so much easier to find cardboard boxes for FC/SFC games unlike boxes for NES/SNES games.

There is, but it's much different than in Western countries. Because so many more games are available there in general and because Japanese people actually take care of their things more often, prices are much lower. There are still some really sought-after and/or rare titles that fetch insane prices though. Their grading systems are much more strict so you can find something in what we'd call near mint for half the price of what they call near mint. At really established shops like Friends in Akihabara I've gotten stuff that is like new but was graded as "B" or "C" for a fraction of the price. Especially if you just want the games to play and not to enshrine them as relics it's amazing.

90% alcohol is a little tricky to find here. They're making it harder to get since so many drug making processes use it. I cleaned out most of it but I think I'll be fine because
a) the protective shield stopped the soda
b) the N64 has no moving parts besides the power button and reset button

Nothing can fuck up the internal workings of a 64 unless it gets past that shield and even if it does I don't have the skills to clean a circuit board anyway. It's a little disgusting but not a major deal.

Best way I've found to get rid of cigarette smell in shit like carts and manuals is to wrap it in those like Bounce Anti-static dryer sheets. Those things are like odor sponges.

Wrap the thing in dryer sheets and put it in a ziplock bag and leave it for a day or two. If it still smells consider wrapping it again and leaving it for more time.

No pictures but I garage sale here in Florida quite a lot. About 75% of the stuff is filthy and I have to clean it thoroughly. Most cartridge games I find won't work until I sandpaper / alcohol rub the contacts. Also have to clorox wipe the carts to get all the marker / dirt / sticky crap off. Systems have to be taken apart and thoroughly cleaned. Luckily the stuff usually is fixable to look pretty good after cleaned. I never got games that dirty when I was a kid not sure why people feel the need to get their stuff as dirty as possible.

A couple years ago I picked up a Dreamcast at a peddler's mall stall for $35
It was yellowed and had the familiar smell of a smoker's home.
Burnt some games, found the laser to be a bit weak, went to tweak it... they glued the fucking screws in...
A little heat and turning, and I got them out, but now it's held together by some nice orange duct tape.

Also have a SNES I owned as a kid, but like I said, smoke was familiar...
The controllers were absolutely disgusting, so I disassembled and scrubbed the fuck out of one of them. Night and day difference.
The SNES itself is another story, and it's been sitting in a sooty room (thank you, fire place).

My PSX avoided the brunt of that and surprisingly the controller was relatively clean.

Some of my not retro stuff was either picked up grimy or, as a favor from acquaintances, made grimy. I need to clean the SNES controllers again...

Here's a tip for anyone how wants to remove sharpie or any other permanent marker:

If the sharpie was used on a hard plastic its easy to remove.
Simply get a dry erase marker and use said dry erase marker to draw a black box over the sharpie.
Now use a cloth or whiteboard eraser to remove the black box you drew and the sharpie underneath.
