Concept art for what was intended to be an additional race in the Fallout universe. It's a type of raccoon mutant created with the FEV. There's actually still a reference to it in the final game found on a holodisk in the Glow:

I can say, when I was interested in the lore of FFVI I was surprised seeing the official art is completely different than the sprites in-game.
Notable example being Kefka clad in red, while his sprite has a green cloak.

Didn't ruin it too much for me at least, but it was quite surprising.

Nah, that one on the left looks like the 'real' design for Teepo as a child, before the other character designer stepped in.
This is actually interesting; it would seem that they had already finished some of the sprite work before the other guy joined the project, and some of the revisions didn't make it into the final game, probably as a matter of budget or deadlines.
That looks like adult Ryu on the E3 picture (which DID got a revision), but they obviously kept the original children sprites, since they were only needed for the first act of the game (both Teepo and specially Ryu don't look anything like their official artwork versions)

This is pretty common in early FF games. In particular, the character portraits show clear differences from their field sprites. Amano's illustration style is lovely and painterly and all that, but to make things clear at such a small resolution and to meet color palette restrictions, some details must be removed and other sections of characters broken up for the sake of contrast.

It was actually in that Untold History of Japanese Game Developers supplement DVD. There's a brief tour of Westone's office and right in the front room is a bunch of stuff displayed, including the dioramas for Monster World IV and The Dragon's Trap. I think there might have been a WBiMW one too.
