Because people are stupid. The first design was the way it was because the power button pushed a little piece of plastic into the cartridge, acting as a lock. But some kids were so stupid, they attempted to yank the games out WHILE THE CONSOLE WAS ON. And the consoles themselves broke, and the people complained, so Nintendo had to redesign the cartridges so that they were retard proof.

well the latch on one of my top-loading PS2s is partially broken, but that's only because I modified it so I could hotswap the discs.
It doesn't impact performance though since the system now reads discs just fine with the lid open

This happened on my old playstation and my gamecube. Gamecube is irrelevant since I just use my Wii now but I don't know how they broke, but its not like I played with them or switched games that often, they just don't work.

It's because no other version of the SNES had to have it's cartridges redesigned to prevent damages done to the game or consoles if you were to pull the game while the console was on and the game was locked in. Japanese games don't have that, neither do European games.

The lid also hadn't been put on properly so the shit went everywhere. On topic: There were many cartridge redesigns. The Atari Lynx cartridge went through two redesigns; the first because kids coudn't get the cartridge out of the handheld, and the second because the first redesign's carts wouldn't stack properly. The redesigns were world-wide, BTW.
