As a European I never had the chance to play it. But in the magazines I read at that time, they considered Xenogears to have the best scenario ever. On the other hand they told that they didn't have time to finish the game properly and at some point, it became botched. Is that true?

the game had a small budget because it wasn't final fantasy. they also got way too ambitious and in order to meet deadlines and fit within the budget, the last 25% of the game was kinda rushed. The first 75% of the game is golden though, and the last 25% (which is disc 2) isn't as bad as people make it out to be.

They tried to correct this by fleshing out things more in a design archive called Perfect Works. This was kinda a "we're sorry about the last quarter of the game, here is a book that helps things a bit".

Near the end of the game there's a very, very long sequence where the main characters sit on wooden chairs and explain what adventures they experienced over images of said adventures on the background, instead of, you know, letting you play these adventures. They explain a bunch of stuff and they tell you they do a bunch of stuff so the final part of the story makes sense. That's why eerybody thinks they ran out of budget and just tied things up together.

The weird thing is, there's two extra dungeons in Xenogears. If they had time for that, I'm not sure why they couldn't find a better way to advance the story instead of having characters tell you "alright, here's what we did next, but you're never gonna get to play it!"

Also, there was an italian fan translation or something going on and they found a bunch of unfinished dialogue and cutscenes still in the game.
Hell the whole Stars and Tears videoclip and vocal song was finished, but no one knows when it was supposed to be used. It was pretty clearly rushed.

Xenogears was supposed to be 6 episodes that spanned 3 games. Xenogears (and in extension, Perfect Works), are episodes 2-5, with episode 5 taking center stage.

Takahashi's next game was going to be a prequel, aka Xenogears Episode 1, but Square didn't approve of it due to Xenogears sales slightly missing the mark, and because of Squares focus on Final Fantasy.

He then went to Namco and made Monolith Soft with desire to make a 6 episode game series much like he wanted to do with Xenogears, but this time have it span 6 games (not necessarily 1 game per episode, though). This was Xenosaga. Pretty much Takahashi wanted to complete his 6 episode Xenogears tale as well as make a reimagining of Xenogears (presumably episodes 3 and 4 would be this).

Thing is they kinda fucked up. Xenosaga Episode 1 only told about 20% of what episode I was supposed to be, meaning they had some serious catch up to do. They then decided that instead of the game spanning all 6 episodes, they would just focus on completing the originally envisioned Episode 1.

So if you want to visualize all of this, the 3 Xenosaga games are Episode 1, Xenogears is 2-5, and Episode 6 was never told. The Xenosaga franchise was supposed to be 6 games, probably 2 games per each of these 3 circles.

Game design isn't linear, odds are they had those end dungeons finished before Square gave them the bad news; that's when they had to just paste together scenarios however they could.
