To me, it's simple.
Pretty much all new console hardware uniformly failed to impress the public at large after the SNES was launched in 91, with very few and niche exceptions (like the Neo Geo consoles, which are really cool)

now there are others that are saying 1994 was the greatest year, well. It's pretty much the magnum opus year of the 16 bit console era, sure. But for 3 years after that, you have a pretty long dry spell of Sega disappointing everyone with the 32X and Saturn, Nintendo becoming a laughing stock with the Virtual Boy and PC owners looked down upon everyone with utter contempt as they enjoyed groundbreaking games like the first Quake and Mechwarrior 2.

Until Nintendo pulled it's head out of it's ass and focused on the 64 and Sony released the PS1 after it's fucked-up affair with Nintendo. Once these new machines with improvements in their technology that were actually significant were readily available and inexpensive - the games could finally express themselves in new and awesome ways the gaming public, both casual and enthusiast, were hungry for.

Something that this latest generation of "consoles" has absolute 0 of.

The Saturn was actually a pretty big success in Japan, it just couldn't find an overseas market.

Similarly, the N64 did very poorly in Japan, but was successful overseas.

PlayStation dominated the gen and was globally successful.
