That's by Katō Naoyuki. He was probably inspired initially by Giger, because I believe that Giger was the first or one of the first to do biomechancial artwork. But that does not mean that all biomechanical art is therefore Giger-esque.

Most 80s big action films were pretty big in Japan. Not just games but also anime of the time (and probably lots of other media which I don't know much about) all take pretty heavy inspiration from them. I actually think that's part of the reason why a lot of westeners feel modern anime is missing something that the old one had. At the time there was just a lot more intersection between the two cultures then there is nowadays which made it all seem slightly more familiar.

I had this idea that, if I ever made a faux-retro PC game, I would make sure it could work on a 1999 gaming PC. For example:

Most of the projects Giger has been part of aside from Alien have been dissapointing, not making his style justice; even Species felt like a wasted opportunity (look up the story behind the "ghost train" from the flashback). Man Dark Seed 2 was lazy. The first one took Giger's designs and used elements or re-drew them as characters and levels in the alien world, and the end result looked genuinely creepy.
