To contribute to the what "underrated" means discussion let's take an example of people using the term wrong (at least in my opinion):

This is fucking bullshit as most people know about FFIX, most FF fans have played it and most of them liked it. Sure it may not be as popular or talked about as FFVII, FFVIII, or FFX are but it's far from being underrated especially when it's rated just as high or higher than then on sites like metacritic. Now I think under/overratedness is more about how well a game is received and not about how popular it is but then again /v/ and apparently /vr/ as well seems to think the following:

underrated = game I like
overrated = game someone else likes

Also pic may or may not be related depending on what "underrated" means to you.

Ghost Chaser Densei/Denjinmakai is my vote for undeservedly unknown. At first it seems generic as all-get-out, then you learn the combo system and it becomes a ton of fun. Then after that, you can move on to Denjinmakai II.

"Underrated" usually doesn't refer to how well a game is "rated" on a review basis. It's usually referring to a title that didn't get the attention it deserved, not unlike a "cult classic".

I'd consider FF9 underrated, mainly because it went under the radar with most people who were into the "new form" FF titles, since it was more or less a throwback to the classic style of the series and was mostly forgotten among the more popular FFs.

First the fantranslation, then the GBA release and probably most importantly, Dissidia have made FFV somewhat popular though mostly in the narrow circles of dedicated fans of the series and JRPGs in general, but it's nowhere "wildly" popular. Compared to the popularity IV and VI, among the greater populace it's just nothing, lacking the nostalgia and firsties factor.

III and especially II are the more forgotten and obscure ones, though, yeah. Some people might argue that it's for the right reasons, though, and I wouldn't protest as much as you could think...II and III are very much an acquired taste, and II is just downright sadistic.

I wouldn't say it's widely unknown, but the Gargoyle's Quest series doesn't seem to get a lot of attention. The gameplay is similar to Mega Man, so you'd think it would be almost as popular. Gargoyle's Quest II and Demon's Crest were released pretty late into the lifespans of their respective consoles, so I guess not many people noticed them.

Unfortunately, some of these games have become collector's items. You won't be able to find them for less than $80 USD on eBay. The only reasonably priced game is the original Gargoyle's Quest for GameBoy, which should be around $10 USD for the cartridge only.

Now that I think about it I'd say the Star Wars game for the NES is somewhat underrated. After all it combines open world exploration, platforming and first-person flying stages and does all of them pretty well. Also you have to give it some credits for being the only Star Wars game you can simply say FUCK YOU to RD-D2, Obi-Wan and Han Solo and proceed to blow up the Death Star alone killing princess Leia who was still inside it because you didn't bother saving her.
