Konami used the cheapest engine they could, because they didn´t know if the game was going to flop or not.

GT2 might have more content than R4, but it's not a nicer looking game.
From a style perspective, R4 looks better (eg, it actually is stylized). From a technical perspective, R4 is more impressive (better reflections and lighting model).

Racing games tend to be pretty high on "best graphics on system" anyway, since 3D lighting techniques tend to resemble metal and plastic really well.

Koudelka looked impressive, both pre rendered and in-engine.
The ground textures during battle scenes didn't shiver or looked crooked unlike most Play1 games, I wonder how they did that.

Ironically, cartoony stuff like Crash and Spyro tends to look really good.
And you can't go wrong with handdrawn 2D, obviously. Legend of Mana or SaGa Frontier 2 will always look beautiful no matter what config you're using.

First Dino Crisis looks real good.
Most 3D fighters like this thread mentioned looks great, I specially love the way Destrega looks, both character and background models. Gameplay is really original too, it's an arena fighter based around projectiles.

They made good use of what they had, abusing fog and darkness to give the whole game a murky look. Most characters in the game are monsters that have a weird, fleshy appearance thatdoesn't require a lot of detail to look gruesome, most character intros are done via higher quality FMV scenes so you don't have to rely entirely upon the rough looking in-game models to know what people are supposed to look like. I think they did a great job of working with what they had, like how I remember reading that the fog was initially a way to hide pop-in of the background.

I always liked that game. Had it on PC though so by the point I got into it I'd already seen Unreal and what not. Still a visually appealing game they managed to squeeze on the SNES.

My vote though is for Quake 2.

Shitty pic, but I'm not sure another PS1 game looks as nice. Crash Team Racing and Spyro are visually pleasing, but they crammed a lot of textures usage out of Quake 2... Impressive to me.

Gran Turismo 1 and 2 have aged incredibly well, and were mind-blowing when I played them back in the day. Ridge Racer 4 arguably trumps it with its lighting and ambiance.
Syphon Filter has impressive detail for a PS1 game.
FFVIII had some stunning combinations of FMV and real-time.
Then there's Einhander.

Frankly, I prefer the PS1's blocky yet crisp textures to the PS2's blurry ones.

Yeah, effects-wise Syphon Filter pulled off a lot of decent stuff. The blood and spark particles looks decent too, it has bullet hole decals, and then the more gimmicky stuff like the nightvision rifle and x-ray scanner. Sure it all could look janky at times, but hey it was there. Firing the taser down a dark hall and seeing the blue light sourcing zip along the floor and walls was cool, and it all ran at a decent frame rate for PS.

I also quite enjoy the black soot texture that plasters the affected surfaces in the aftermath of an explosion.

The character animation, while slightly janky-looking, was really fluid and detailed. I recall there was some kind of primitive ragdoll implemented, too.

For it's time, Colony Wars: Vengeance looked really cool, the big capital ship explosions were especially satisfying. The soundtrack was also top notch and the intro movie was quick, simple, and immersive.
