Instead of of building a physics engine that recreates lighting and is a resource hog, you hire an artist who can paint to achieve an even better effect. Resource cost is minimal, but you gotta have talent. With Unreal Engine 3 you can just pour 50 million into the project and see what happens, no talent required.

If you see it in motion, the lighting appears dynamic. I think what's actually happening is that large parts of the background are prerendered FMV. But then parts of it move and interact with the foreground in a way they shouldn't be able to. So it's not the entire background just sections of it.

Some serious smoke and mirrors going on here.

The arcade version was a major success in Japan at least, and any restaurant or business that I've been to in this area of the US that has arcade machines has at least one Neo Geo. It was only the home version that was a failure.

I watched the video. The vast majority of the graphics are prerendered, even if they rotate a bit. The "dynamic lighting" for the most part was just simple 2D color blending effects.

It looks pretty cool, but rotating sprites is not exactly a demonstration of the untapped power of the Dreamcast. The real magic here is in whatever they used for offline rendering. Kinda unfair to shit on the Unreal Engine (as much as I hate it) and the devs that use it when the devs of this game had just as much of their work done for them by offline rendering with even fancier lighting algorithms than a real time game would have available..
