Too much effort for too little interest. The market in general cares not for sprites. Crappy phone games are all that use them now, and they're naturally grade-school level shit. Anything that any company will actually make is done in 3D, or a hardcore fighting game where they make sprites by posing and screen-capping 3D models.

GG & Mahvel are considered retro?

I'm not sure if there would be much point. Considering the typical cost of any console let alone NeoGeo's pricing it would end up cheaper to make a dedicated MAME machine. And that would house most of their games.

Been playing a ton of SNK fighters, trying to get better at the genre in general. Thankfully I found Lee from "The Last Blade 1&2" really easy to master.
