Pick up a Wii off e-bay, mod it, and have a blast with Genesis support like you'd get from a PC emulator. That's what I'd suggest. I'm seeing model rvl-001 (the model you want) on e-bay for like $20 with broken dvd drives. You do not need a dvd drive on a wii, period, everything you can do with it can be done from a hard drive/flash drive/SD card.

I've heard nothing good about these things, but a $20 wii-GC-NES-Genesis-SNES-in-one, can't go wrong with that.

The emulation is objectively bad. You can download a better emulator for free and use Genesis controllers on your PC. I say hang onto it, get some real controllers, use it for the time being, and take the chance to play games you've never tried before. If it plugs into a CRT and you're getting the proper input response from your controllers, then you're good to at least get some use out of it. Just get a Genesis controller and enjoy the games that come with it until you can get a real genesis (even after that, it has games that'll probably be a bit more difficult to get), and you definitely should try it out so you don't hurt anyone's feelings.

The cart port is just used to dump the ROM from the cart, and then this is mapped into the emulated CPU address space. No, the 32x doesn't pass the necessary signals. I don't know if it's possible to mod for this purpose or not - the 32x has some memory mapping hardware which might interfere with 8-bit mode. The EverDrive does support SMS games, though, if plugged directly into the Genesis.
