The reason they changed it is because English speakers would think rock as in stones, rubble, etc. But I guess in Japan people mostly just related the English word "rock" with music, because they already had their own words for stones.

Capcom USA decided to rename the character.

I kind of get what they're going for. "Rock Man" sounds like he should have rock based powers. The reference is more musical however, and is a reference to the catchy music of the series.
