It doesn't really matter. Dreamcast is retro. That's all there is to it. It truly does occupy a strange slot since it's adapted directly from arcade hardware like Neo Geo, which is another system that doesn't quite fit in a generation.

I never got to play Shenmue 1, but I got a copy of Shenmue 2 as a Christmas gift. I tried to play it but had no fucking idea what was going on.

Dreamcast version has much better (Japanese) voices. I've played both versions and the DC version is better in terms of atmosphere and feels due to the much better voices.

The best emulator is probably NullDC, though I can't say for certain as my shitty computer can't handle DC emulation.

As for Shenmue II 60fps? I'm almost certain that's not possible, at least not on a real Dreamcast. In an emulator, possibly.
Unless you meant 60Hz? The PAL version of Shenmue II is 60Hz-only, although the PAL version of the original Shenmue is 50 or 60Hz capable.

Shenmue II is one of, if not my favorite game for the Dreamcast. An employee at my local EB games (back when they still sold DC and PSX games) felt it was time to part ways with his copy, so I ended up buying it for around $30. He threw in a GameShark CD/Memory Unit for free so I could boot it on my system. I was a Lucky Hit addict for months.

i picked up one of them for the dreamcast, i can't remember which one (it had 4 discs though) at a car boot sale years back.
when i got home it was missing a disc.
so i drove back and i was like "mate this is missing a disc" and the absolute knob who sold it said "well you didn't ASK if it had all the discs".
i got my money back though so it ended ok, but i still haven't played either of them. i'll pick them up soon though, what's the best way to play them?

Nope, no PAL games were 60 Hz-only since PAL TV's aren't (weren't) required to work properly at anything other than 50 Hz. PAL games on the DC either come with a selector or are 50 Hz locked.

The fps had its ups and downs but I don't remember it being bad enough to be annoying.

It's only gotten stronger with more recent news. News published this month that Sony is aware and has an interest in the Shenmue series.

The translation is being handled by Mark Cerny, though, the lead technical developer on the PlayStation 4 and a game director in his own right.

Cerny and Suzuki were photographed way back in March under the speculation that they were discussing how to bring Shenmue III to market.

Since then we've seen news from Sony at least name-dropping the series for no discernible reason other than they have genuine interest in doing something with it.
