There are two factors, the amount of mechanics given to the player and the extent the game forces the player to use them. A game like Makaimura has less "depth" than Daimakaimura or Chohmakaimura because the player has less options to use.

There's a balance between limitation and options of course, and you can have deep gameplay with limited mechanics if the level design forces you to play the game to your limits (ex: king of dragons) makaimura is a bit more of a simple game in general (not much platforming going on, game has unneeded levels of slugishness like a 1 second delay from getting up from a crouch)

I don't think anyone argues the Battletoads games are meant to be intelligent games with depth. They were created as a knockoff of the Ninja Turtles which were popular back then. I actually like the Battletoads games a lot, they're fun. Extremely difficult.

Yeah that's pretty dumb. Number of mechanics is irrelevant if the game does nothing with it. Is the first Spyro "deeper" than 2 and 3 because it allows to do strafing rolls? No, it's not, because rolling never comes into play and Spyro 2 and 3 have more challenging enemy AI which actually forces the player to think about how to use the tools at his disposal a little.
In the same manner CV4 isn't "deeper" than CV1 because it allows to whip in all directions, it's actually the contrary, there is less depth because it does coupled with the fact that enemy and level design wasn't adapted to the system. In short that's like saying the remaster version or Resident Evil Remake has more depth than the original remake because the analog controls allow for more moves. It's the contrary, gameplay has less depth because movement allows for things the game never considered.
