In the Genesis example there's just really good knowledge and skill with FM synthesis, plus a lot of ROM storage for high-quality PCM samples, plus arpeggiation on the PSG channels that wasn't too common on Genesis back in the day.
It's also easier to make fresh, clean-sounding SNES music when you can devote the entire cart size to high-quality samples.
Also take into account 30 years of shared knowledge and experience and better composition tools in both cases.
