Nah, that's true in this case. Sega of America wrote up numerous story bibles for Sonic and over the years fans have become more privy to them. A lot of it is just typical overthinking "but WHY a blue hedgehog" until the final one we reached that just didn't give a fuck. But some of the early story bibles were used for things like obscure comics and other things.

Because in most countries Hedgehogs are seen as slow bumbling animals and were even used in a 90’s road safety campaign commercial because of it being a common notion that hedgehogs are too slow to avoid traffic and unfortunately a common sight in the roads.
Cleverly SEGA thought to flip that on its head and portray a hedgehog as fast and able to outrun vehicles.
Never underestimate the brilliant minds over at SEGA.

Sega wanted to showcase the speed of the Genesis/Mega Drive that utilized an animal that could roll down hills to gain speed. They thought of armadillos and hedgehogs, since both of them can curl up. Hedgehog was chosen presumably because they liked the spiky design better. Later Mighty became a thing, and very recently they even brought back the early rabbit design too.
(This is not to mention the even earlier designs/concepts for Sonic that included two human twins, among others)
