I liked it, it's very much a straight follow up at the SNES Goemon 3 and 4.
It's just a short, and it just focuses on pure platforming; I have a lot of respect for a game doing only that in 2001, this was during the period of "cram in as many collectibles/RPG elements up your ass" and also at the start of the "00s shitty reboot" phenomenom; this game is an UFO in comparison with the trends of the time and I like it for that.

People may not like the characters and image (I didn't care when I played years ago, also Ebisu a cute), but is far from a bad game, as it plays like a classic Goemon with some quirks. I would put the PS2 one into that category because its overall unpolished gameplay.

The SNES games were all pretty mid, but this one is very enjoyable. Highly recommended.

Specifically in this 2D platforming style + towns + mech fights, there are 4 on SNES, 1 on GBC, 2 on PSX (the 2 in the first two posts), 1 on N64... I'm probably forgetting something too. There is another one on PSX which is a mix of 2D platforming and top down gameplay. Only the GBC one is untranslated but you don't really need to understand anything other than knowing how to save .

Okay I beat it now. As I said at least it plays similarly to the 2D platforming ones and with time I got past the art style, however I felt that there were too many annoying enemies / level design and many enemies are super spongey if you don't have the upgrades. Bosses were kind of a joke too as long as you have your upgrades, unless you're going for the no damage medal; so I think it's not very balanced. I don't think I care enough about the game to 100% it and hunt the fugitives

So overall I enjoyed Ooedo Daikaiten more although as far as PSX is concerned I think I enjoyed Uchū Kaizoku Akogingu the most. I wish I could play Kuru Nara Koi, the 3D platforming one, it looks quite fun.

I guess I might as well check out the PS2 game and be disappointed

I read that there’s a modified build that runs it, though I don’t know where to get it from anymore.
Also know that the english version that got leaked is from an unfinished beta (probably the reason why PCSX2 can’t run it normally). It’s the full game, but lacks some polish the official japanese release got (albeit still janky af).

It's the opposite, the English builds have more polish/fixes than the Japanese release.

It was alright, probably the best of the Playstation games, but it felt way too much like a retread of Ganbare Goemon 2 to a point I occasionally wished I was just playing that instead during my playthrough.

IDK why the Playstation games felt so mediocre compared to the SNES/N64 games. Was the team behind them less familiar with the series? I know they were done by different branches of Konami atleast.

None of them were developed by the actual Goemon Team directly.

Uchū Kaizoku Akogingu was developed around the same time as the last SFC game and released just a few months later.

Kuru Nara Koi was developed alongside Goemon's Great Adventure and released the same day.

Ōedo Daikaiten and Shin Sedai Shumei were developed while the Goemon Team was already working on the PS2 game, both were outsourced to the same external dev team, and both were released within the same year (most likely reusing most of the code.)
