Outzone is the best overhead shooter on the arcade and I'd argue the best ever made. Shock Troopers 1&2 are great. Commando 3 is pretty good.

As for the consoles can't go wrong with pocky & rocky and Neo Contra is the best console one ever made. Nex Machina is very close, maybe even better depending on what you value.

Dude it's not even a good game in it's own crappy sub-genre of Archero clones. It's hidiously unplayable. That alone makes Archero the better game.

And the whole Archero genre is a casualized subgenre.

Xeno Crisis. It's just that the Genesis doesn't have twin sticks but there's plenty of games that want to be a twin stick shooter while not having a second direction button and not wanting to be like Ikari. Predator 2, True Lies, Jurassic Park: Lost World, Soldiers of Fortune, and what you mentioned Xeno Crisis. You can shoot in the direction you're facing, and you have a button to lock your facing direction while you can move freely. Then there is Skeleton Krew and Forgotten Worlds that instead of a stick it's more like a dial to change your facing direction.

If we are doing modern then it's worth mentioning Nex Machina since they on boarded Eugene Jarvis to oversee the project.

On the other hand Apocalypse on the PS1 is a twin stick shooter. Just that you use the face buttons to aim where you are shooting. The other two obvious games would be Robotron X and Robotron 64.
