You'll need a scaler that can output to VGA. PC CRTs can't accept the 15 KHz signal from old consoles prior to the Dreamcast, so they need to be scaled to at least 480p.

You'd need a scaler. All it needs is a simple line doubler and then a blanker if you want scanlines (can be bad on dot mask monitors since they're already dim as shit)
Interestingly, PC CRTs were also cheap as hell brand new. I remember reading one of the 21" >100 khz monitors was like 600 dollars new

some of them were super expensive in the 80s and 90s when they were cutting edge in terms of resolution. I have an old piece of shit from the late 80s that was advertised at like $2000 because it was one of the only options that could do 640x480.

I dunno where you live, but here in Europe you can get small CRT TVs for extremely cheap. This one cost around 3 EUR shipped to a parcel locker some 100m away from my house and it supports SCART RGB and 60Hz. It's also 14" and not 12" like it says in the title.

And if you bought that, you'd see the same resolution for $500 two years later when it became more common. Internal components also became outdated crazy fast and new Windows versions and software requiring those Windows versions was coming out all of the time with higher and higher hardware requirements, so to keep using new stuff you had to spend crazy amounts of money. If you sold your used parts second-hand, it was for a fraction of their value when you bought them new. Suddenly paying $50 for carts doesn't sound so bad, does it?

That's what I used to do back in the day. Instead of my own TV, I had to use my computer monitor for Saturn, Dreamcast, SNES/SFC, and Genesis/MD. Those consoles were hooked into the XRGB2 which output to old computer CRT monitors. I didn't have any measurement tools, but the colors and clarity of the RGB was sufficient for me.

One of those NEC or Mitsubishi monitors that have the SuperBright button would be my recommendation, especially if you're inserting black lines to simulate 240p. They work a treat for that.

Like others say you need a scaler of some kind. I recommend the GBS-C if you want something inexpensive, since it outputs native VGA anyways. Bonus points is that (if you get a good converter) you can use it with your computer.
