Much of it was done by Mariko Nanba who also worked on Billy Hatcher, but what is interesting is some of it was also composed by Junko Shiratsu who worked on OutRunners and The Hybrid Front (JP only strategy game but the soundtrack is phenomenal). If you like the game itself OP I recommend trying out Virtua Racing Deluxe as well. Completely different type of game but if nothing else it's probably one of the best games on 32X.

CD is that game, yes it technically came before 3K but still on better hardware that could do more than the base Genesis console like the pseudo-3D Special Stages and FMV cutscenes which came long before X4. SEGA CD truly was the Genesis 2.
