People exaggerate things. Even if they grew up right during these games, they remember and focus on certain things that differentiate these games from every other era, which is the low polygons. It's why a lot of hipster 00's early 10's "retro" 8-bit aesthetic games barely looked like actual 8-bit games.
But the bottom games you posted were really high budget titles that came out later in this system's life. The top games were early titles by people who were still trying to figure out the ps1's capabilities, King's Field was a launch title in Japan iirc and Bubsy was made by a small team with no frame of reference for 3D platformers. Why the fuck wouldn't an indie dev, who's probably an amateur at literally everything, not be inspired and drawn to the look of King's Field? Plus the aesthetic is just unique in a rough and simple way. It's not always about trying to replicate the actual experience of being 1997.

As you said, it allows the artist to focus on exactly what they want the player to see and nothing else, which is amazing for maximizing relative effort. Even games with 3D backgrounds but fixed cameras tend to look miles better, because no work has to be wasted on unnecessary shit. You can establish not only atmosphere/tone, but SCALE far more effectively as well when you can choose how the player is going to see something and perspective does its job as their player model shrinks into the distance.

It's honestly a crime that RPGs and the like stopped using highly tailored fixed views, it's no wonder so many modern games have every area blend together.
