We managed to get 5 people for Bomberman '94 last weekend. That was my first time playing it with a full set of 5 MAN. Previously, I played Bomberman R on the switch with a full set of players. I don't think 9 players is a stretch.

I did play it 10 player once (brought my Saturn to an anime convention) but what >>10647002 said.
Best to target 8 players and reserve the 9 & 10 player mode as backup in case more people want to play at once than planned

I have a few times. However the 10-player mode is only on that map, while 8-player has more interesting field variations with soccer goals, conveyor belts, tunnels, etc. Besides, Kinu (lower center left in your image) is an imbalanced character there to the rest and not advisable to choose for fairness to other players.
