The tortoise in Jewel Master, it has three attacks, all of which can be avoided by standing under the platform near it. Also, the water ring + wind ring can damage it even when its head is retracted.

The only one in OP's image that can't is Bob-omb King. All the others can very clearly outright defeat you, there's no "tricks" to allow them to, or "technically" about them beating you because they can.
