I think piracy is overstated, especially back then. I was in the college dorms w my big stack of burned Dreamcast games and none of the dozen or so other dreamcast owners i met had any idea that you could pirate games. That was some niche nerd stuff. Made me quite popular for a minute there.

Neither. The PlayStation succeeded because of strong third party support, clever ad campaigns, and better developer tools. The Dreamcast failed due to lack of third party support and not being strong enough to run titles that could be ran on the PS2 and Xbox.
