You'll probably want GzDoom for this, none of the less advanced formats will support this for you.
Optionally maybe do large terminals with 128x128 screens, which you put your text crawls behind as platforms to lower slowly, which is gonna be jank, but the closest you'll get.

Basically it's normal Doom as you play it, but there's an AI going schizo over the impossibilities of Hell in the background. Also you're a murder robot made by this AI to kill the demons after all the humans were wiped out.

Couldn't tell you off the top of my head, but Vanilla and Boom/MBF21 do not support custom interfaces with custom text functionalities and shit like you'd want, while ZDoom ports have been able to do it for ages.

Even back in 2005, Zen Dynamics was doing stuff similar to that (though you should not use that as a model, as at least a few things about that mod won't work in modern GzDoom versions).
Potentially you could use ZDoom/GzDoom's ability to do custom Strife style dialog prompts as a basis for this stuff, but don't take that as me saying that's the best idea ever, because it may very well be the worst.

I wish I could be more detailed help on this, but this isn't the kind of modding which I'm familiar with.

I hit some hitches finally. Haven't tried standalone GZDoom games, but getting GZDoom and DoomRunner working hit a wall. I had to disable readonly and it keeps feeding me bullshit that it isn't disabled. Don't know why. The other annoying thing is finding where shit is saved, but that's just a lack of familiarity with linux directories. Hidden files are set to display. Not impossible, but more annoying when navigating with a trackpad and onscreen keyboard.

Even HD has the 'zoom' button that steadies your aim sensitivity, mirroring the same idea and is largely optional. It does not feel necessary as it would in a 7th generation shooter. It's ok. I feel like it should serve a purpose for the weapon in question, like in Accessories To Murder, where the assault rifle is your basic rapid fire weapon, but you can use the sight to take more careful aimed shots at a longer range.
As using the sight is slower, you have just about zero reason to use it for CQB where your targets are closer and rate of fire is important, so it doesn't turn into having the sights in your face all the time.

it feels like there's less of point with a shotgun or super shotgun, or a pistol, assuming you aren't aiming for a more detailed milsim kind of gameplay like HDest, or you're attaching a special ability to make it worth it.

IIRC, if you accidentally put a Boom function in a "limit removing" map, even with the right complevel, some Boom compatible ports will still load them and therefore won't be accurate.
Since it seems like you're starting from Boom format and working backwards, I would suggest Crispy for testing in this specific case.
Woof or Nugget would be my suggestion for testing Boom/MBF maps, and they would do fine for testing limit removing if you worked in vanilla/limit removing doom format from the start, but since you're going backwards from Boom, you can't be too careful.

Hard agree. Slaughter isn't innately bad. It just depends on the mapper. They can be fun and intense when done right. Like an adrenaline shot. Slaughter is only awful when it feels slapped together, as would any .wad that was slapped together. Although I do get bored when a .wad has like 5+ maps with nothing but slaughter exclusively. The longer it goes on nonstop, the harder it is to not bore with out of pure repetition. Just mix a little something else in there to break it up a bit, which can depend on the mapper and/or what order the maps are in.

In general : Slope the windows at the top, add atmospheric sounds.
First room : Split the windows into 4, with 2 above each other.
Turn the steps into slopes.
Armor room : Add a door under the armor that will reveal shotgunners in a room under the armor. The door opens like a hatch that moves diagonally forward and upward, which lets you access the armor.
Make the tech pillars explode when the armor is taken and spawn some enemies in the first room.
Second room : Split the COMPBLU alcove into two alcoves above each other, with the bottom alcove containing a ladder that lets you go to the upper alcove.
Slope the hanging computer screens by 45 degrees to make it more realistically practical to look at them.
Nukage room : Suspend the zigzag bridge in mid-air above the nukage, make the bridge collapse when entering the room, which would turn it into a platforming section on top of pieces of the collapsed bridge.
Make the shotgun secret accessible by swimming in the nukage, under the imp turret.
Fence room : Turn the mid-textures into proper walls with sloped gaps.
Behind each fence put a switch. Pushing both switches will open the exit door.

Final Doomer is perfectly OK when played with modern wads due to their difficulty being steps above the original campaigns. The weapon sets are indeed slightly stronger, but not by much (even Doomguy's set). Easily fixable by pistol starting, no saves, Corruption Cards, etc.

Remember, you don't really have to reinvent the gameplay for lower difficulties, you can do the same setups but with fights toned down (numbers, types), and increased resources, and that's generally enough.
Most of the time when something is too difficult for people, it's because the opposition is too tough for them to handle in that context, or they don't have enough resources to work with.

Welcome to gameplay mods, precious, they'll alter how the game plays, thus the name. It can be anything from making some things harder or easier, to the extreme end of sometimes breaking how a level functions, in one way or another.

For instance, some mods might change the physical properties of the player pawn in such a way that VooDoo sequences get broken, HDest would sometimes cause some levels to come to a stop because of this, or it would cause an exit sequence to start executing by itself as a level started. There's a workaround thing for those though.
HDest also comes with (or used to come with), an upfront warning about how the new gameplay might make some levels obnoxiously difficult to beat, maybe even realistically impossible for most, for instance those levels from Thy Flesh Consumed and Alien Vendetta where you start with a bunch of shotguns pointing at you.

I don't know why this is put forth as some sort of earth shattering revelation, if you change the expected parameters, that may very well effect how level plays.

Not sure I'd call it crap outright, but it's got an uneven quality, some maps are pretty good, while others are pretty bad, and the whole "sometimes the progression is hidden like a secret" thing is a pretty hard sell for most people, including myself.

I recall one of the people who worked on it said that it should really be played Pistol Start only, which I could see given how combat looks in Eternal Doom, though it makes one wonder why they didn't then use death exits for every level to enforce it. Eternal Doom used to be a smaller project initially, about half the size, then Team TNT got attached to it, and added and changed a lot, not sure if the pre-Team TNT versions still exist somewhere or if they are any better.

That isn't as onesided as you make it out, monsters can still attack you if you're standing on them, and flying monsters being able to fly over ground monsters can at times make some fights a lot harder.
Rushing over a crowd of pinkies, when actually possible, isn't always a good idea, and even though moving underneath flying monsters can be a helpful move, they can also come down on you and 'smother' you if they are low enough already.

The gameplay changes, but not necessarily always to your advantage.

Decorate is not simple on the machine side. Decorate does not work on any ports that are not derived from zdoom. So no vanilla, no boom, not even mbf21. Just udmf. But if you want to do something simple i'd advice you stay out of udmf. You shouldn't make your maps require gzdoom unless you plan to use it's features fully like scripting, 3d floors, all weird shit. If you just want to make custom enemies, mbf21/decohack let's you almost anything with them. 100 different types, new projectiles to any direction you want, randomized attacks etc.

Hexen isn't too bad other than the first hub, which is the most cryptic, and the bullshit enemy respawns on the expansion.
The respawns aren't too bad on the original campaign, but on the expansion they're much more frequent (every 2 minutes instead of every 4) and spawn a lot more enemies, easily triple or quadruple the amount compared to original campaign.
Some weapons are lame but eh... It ain't too bad. Deserves more love.
Also try Heretic with Wayfarer's Tome, it doesn't change much but does a little rebalancing that makes the game less of a slog.

There's no health in this room, just two armor pickups in two crates, and then the game just drops a dozen shotgunners on you. Try replaying the previous room and constantly reposition your angle of hiding to minimize the amount of Shotgunners that can see you at once. Pick them off with whatever strong direct damage weapon you have + grenades simultaneously. If you can ever truly take cover, toss those explosive homing birds out for the rest. You wanna do this room as "hitless" as possible (which isn't possible) for the next to be remotely doable, IIRC.
