Why is US box art always trying to be dark, gritty, realistic, masculine? Why is JP box art always trying to be cutesy, vibrant, colorful, dramatic? Why is EU always trying to be jank, cartoony, artsy, soft/friendly?

What is it about the respective cultures that makes such consistent moods between different regions/locations? America's always trying to be aggressive, Japan's always trying to be cute, and Europe is such a mixed bag between trying to come off sophisticated and coming off as retarded. What gives between the 3?

It only applied to the consoles mostly. 80s and 90s hollywood was full of hard boiled action and american TV was filled with edgy cartoons. Weebs were always attracted to feminine aesthetics. The marketeers were only choosing the box arts accordingly. Also, European box arts were gritty and artistic.

In Japan it is their fascination with novelties

In Europe it is an American chip on their shoulder. In the case of video game box art it does actually tend to produce superior results

No, they commissioned the artist who worked with Yes, Roger Dean, to design their company logo and video game box arts. They're all inspired by the games. The only artwork Psygnosis "stole" from a rock album are Terrorpods and Fatal Rewind (Mega Drive port of The Killing Game Show), which came from a series of canceled artworks Roger Dean offered to Jeff Wayne for his The War of the Worlds album. Dean also worked on Tetris and the famicom box art for Henk Roger's JRPG Black Onyx. Of alla the video game artworks he had worked on, the European developed ones are always the best looking. Europeans really had the knack for aesthetics.

Because US boxart reflects the people they're marketing it for, so it has to look cheap, infantile, exaggerated and pretty much look like a generic summer comedy movie you'll forget by the end of the week with a "basic reading comprehension is required to fully enjoy this game" sticker on the corner of the box.
Very few burger artists recognized that videogames weren't just kids toys.
