Ppsspp is a better emulator than pcsx2. Because the psp's architecture is very similar to the ps1, whereas the ps2 is some retarded proprietary set up so it's harder to get right. That being said, just look on pcsx2 wiki to see if those games have any major issues and if not go ps2.

I think there are a few extra side missions in the PS2 ports but nothing too substantial. Probably some RC racing shit. The extra shoulder buttons and analog stick improve the controls a lot as well. But if I remember correctly, the graphics are pretty shit compared to GTA 3 and VC. They didn't really upgrade anything from the PSP visuals.

PS2, but they're far more demanding to emulate on pcsx2 than ppsspp.
My steam deck chugged when trying to emulate LCS on pcsx2, so I just ended up streaming it from my high end desktop PC to my steam deck so I could play it at 4k upscaled and the 60fps patch. Even then I had occasional split second moments where the game ever so slightly slowed down in certain parts of the city. It was barely noticable without a framerate counter on, but I could feel it.
Still, I beat LCS 100% though.

Nah, I've run GTA 3 and then LCS on a Phat PS2+CRT to compare and LCS just doesn't run as well. Same for VC and VCS. They are still playable, though, just not very optimized.

I can't say if this will work for GTA, but my usual trick for PSP games was to map camera controls to dpad in the game, then map dpad to right analog in the emulator.

Nobody apart from Monster Hunter fans in Japan was even thinking about the PSP by the time Chinatown Wars came out, they blew their chance to capture mainstream attention and the DS had cemented itself as the handheld to get. It’s why everyone thinks of the FF3 remake as a DS title even though it also had its definitive release on PSP. Most people just don’t know or care.

I just tried both the PSP (PPSSPP) and the PS2 (PCSX2) version of LCS.
I found the darker, cooler color pallete of the PS2 version more appealing, and more akin to the atmosphere of GTA III. The PSP version looks too cartoonish to me. Controls are also way better than on PSP, it's nice to be able to use the right analog to change camera position. Performance is extremely crap on my laptop though.

The left one is a lot more fun too. Vice city felt half baked in comparison. It's not a bad game just not as good
