It's Sonic's. Sonic is an insanely rich playboy philantrope owning Casino Zones and Casinopolis. He's so filthy rich that he hired Nightopians and incorporated part of their dreamscape into one of his pinball machines.

And Eggman just lost a large sum of money in one of these places, hence his saltyness towards animals, later developing into full-time gambling obsession. Remember the Egg Dealer? He wanted to make sure no one except him will win that fucking thing.

Eggman just likes glitzy cities and casinos/carnivals. Nothing deeper then that.
Like one of his main goals is to create a giant amusement park to rule the world from, and he actually makes it that far in Unleashed leading to one of the hardest zones in Sonic history.

This is what Eggman's all about. He wants to take over the world and turn it into one giant amusement park all for himself. Casinos are in a similar ballpark aesthetic-wise, so why not? Plus, according to the manual, it works out because he can use the casinos to get Sonic addicted to gambling.
