It was just their time, arcades actually being popular and widespread allowed them to flourish with variety since developers had to try and stand out, also just the time of general coolness...comic books, action movies and scifi that hadn't been neutered yet all influenced things, martial arts craze being a thing and not boring "but practical" MMA. It was a perfect storm of things that allowed for cooler aesthetics, and fighting games specifically to take off and mutate.

I'm not all that into new media (movies or video games) but I have often wondered how much of an effect UFC has had on all that. Going back and watching JCVD double jump kick KO 30 bad guys or using Ryu to shoryuken a wrestler 3 times his size into the stratosphere, I can still kinda lose myself in these experiences but sometimes I get those nagging thoughts about how if anyone knew basic takedowns and BJJ they would dominate these scenes and thus make them boring. I do miss the 90s when I wasn't really aware of this stuff.

Fighting games were influenced by a whole lot of things from action and kung fu movies to Hokuto no Ken and Dragon Ball to pro wrestling to manga and comic books to early MMA, like Pancrase and UWFi. It all flourished, cross polinated and grew up until gaming evolved to the point when big, story heavy cinematic games became the new norm and popularity of arcades and short arcade like experiences waned. Add to that the Japan economy decline and you get the current situation: only established franchises that are guaranteed to sell are getting new games.

90's pre-rendered graphics had certain "plastic" look and some mid-00s games with real-time 3d graphics came close to emulating that look using materials, normal mapping and lighting techniques. Doom 3 among them. Less polygons and not as complex lighting model but still close. Later, when physics based rendering became de facto standard, real-time graphics started to look very different.

DLC is fine IMO in the very very rare circumstances where it's used how it used to be before the internet, with expansion packs. "DLC" still existed well before the internet, just that back then instead of downloading something you would get a floppy/cd of additional content for the base game. But because this was a one-shot physical purchase usually this content would be substantial, not the bullshit $1-to-$5-per-costume microtransaction nonsense we have these days. Every now and then though we do get a major DLC package that is an actual substantial bit of content even for fighting games (which is a lot better than having to re-buy the entire game to get this content in the old days), but most nickle-and-dime you for everything piecemeal instead of making it a full reasonably priced expansion pack.
