Gay things used to be seen as funny. A joke at most. People were not taking any of this shit seriously like the LGBTQ+ fags and lefties do today. I know, I was alive back then as a child. Even children would casually mock or laugh at gay things as ridiculous. Teachers would largely not even give a fuck at all. So the entire point of it being in FFVII is for comedic purposes only. Someone itt also mentioned how Cloud has been acting like a macho tough guy prior to his crossdressing so it added to the humor. Especially when taking into account that he's revealed to be a delusional larper later on in the story that was putting on an act to impress his crush. He also happens to have a feminine face which is why the whole plan ended up working well.

So if this wasn't in the remake they would be omitting a huge part of the original game.
