The truth is, Miyamoto would give his off the record commentary and then Nintendo execs would enforce whatever opinions he made in the moment as company law without him realizing they were even doing it. Dinosaur Planet becoming Star Fox Adventures over Shiggy's comment was the most famous example where he just made a comment and suits then forced a dev to take it as gospel.

The mandate DOES exist to SOME compacity, but not with EVERYTHING.
